The harmonic oscillator is employed as an unperturbed confinement potential; the one-gluon-exchange force is treated perturbatively. Symmetry breakings of the unperturbed and perturbed potentials are assumed to be due only to mass differences between quarks. For mesons with nonzero internal angular momentum, masses are well reproduced, whereas a serious difficulty arises for S-wave mesons. Reasonable values are obtained for all the parameters such as the gluon-quark coupling constant, the oscillator constant, and so on.
